Greece revises debt forecasts up in draft budget

(AP) ? Greece's general government debt is projected to stand at 189.1 percent of gross domestic product in 2013, figures in next year's revised budget show.

The budget submitted to Parliament on Wednesday shows the general government deficit is predicted at 5.2 percent of GDP, compared with 4.2 percent predicted in the preliminary draft of the budget that had been submitted at the start of the month.

Finance Minister Yannis Stournaras submitted the revised figures just before lawmakers began voting on a privatization bill that will test the country's fractious governing coalition.

Bone Health 101

While osteoporosis and its precursor, osteopenia, are a growing ? and serious ? public health concern for women in middle-age and beyond, the time to really focus on promoting bone health comes much sooner. So says the American College of Obstetrics and Gynecology, which has issued a public statement urging its member doctors to educate women patients on the threat of these bone-deteriorating conditions beginning at the onset of puberty.

It?s teens, ACOG says, who have the best opportunity to take the right nutritional and lifestyle steps to maximize bone-building. The teen years are also a critical time to address known risks to their skeletal health, such as smoking, excessive exercise and eating disorders.

To decrease their future fracture risk, ACOG also recommends women between the ages of 19 and 50 get at least 1,000 IU of calcium per day.

Could a Mantra a Day Keep the Doctor Away?

Science continues to shed light on the importance of the mind-body connection. A new study suggests regular meditation can ease loneliness and dangerous inflammation responses in older adults.

Researchers affiliated with Carnegie Mellon University and UCLA made the connection during a study that looked at ways to ease loneliness in aging adults. Study subjects who participated in an eight-week regimen of meditation reported fewer feelings of loneliness and isolation than they did at the study?s inception. Blood tests also demonstrated a decrease in the expression of inflammatory genes that can trigger disease.

The study appeared in the online journal Brain, Behavior and Immunity.

Music for Their Ears!

Here?s news that?s sure to sound good, especially if you?ve been plunking down the big bucks for your child?s piano (any other kind of music) lessons: You?re helping their brains for the long haul.

A new study out of Northwestern University has concluded that childhood musical training improves brain function in adults, making them better listeners. Even a little musical training seems to go a long way, the researchers suggest. ?Based on what we already know about how music shapes the brain, the study suggests that short-term music lessons may enhance lifelong listening and learning,? Nina Kraus, the Hugh Knowles Professor of Neurobiology, Physiology and Communication at Northwestern, says in a university press release.

The research, which focused on adults who did and did not take music lessons as children, concluded even adults with a little musical training scored higher in the areas of executive function, auditory perception and communication skills. Kind of makes the sounds of a novice violinist a little more tolerable, doesn?t it?

The research is also a potent weapon for parents advocating for music education programs in their schools.

To Cut or Not?

Should parents circumcise their infant sons? The answer cuts both ways.

The American Academy of Pediatrics has rendered its first policy statement on the controversial medical topic since 2005, and its answer amounts to a qualified yes. While some parents contend the age-old practice is a form of mutilation, the AAP has said the benefits to newborn male circumcision outweigh the risks, based on the findings of a 2007 task force it founded to review the controversy. ?Evidence suggests circumcision prevents urinary tract infections, penile cancer and transmission of some sexually transmitted diseases including HIV,? according to the AAP?s statement.

Still, the doctors? organization maintained the decision to circumcise is a personal one, ultimately best left for parents to decide.

Don?t Get High, Mom

If you?re planning on getting pregnant soon, you may want to cut recreational pot smoking. Researchers have determined that fetuses exposed to high-potency marijuana ? or related synthetic strains such as ?Spice? ? early in pregnancy are at risk of a host of birth defects and postpartum challenges, including Attention Deficit Hyperactivity Disorder and neurological impairments.

Researchers at Texas A&M University reported in a recent edition of Drug Testing and Analysis that the harmful effects of marijuana smoking can affect a developing baby with a gestational age of as little as two weeks because it is a vital period of fetal brain development.

Thriving of the Fittest

We all know that exercise does a body good, but interestingly, little research has been done on the long-term significance of being fit in middle age. Turns out that even modest amounts of cardiovascular exercise in the middle years can have an impressive impact in the senior ones.

Researchers affiliated with the renowned Cooper Institute and the University of Texas report people who exercise throughout middle age not only live longer, they live better! A study that followed more than 100,000 Medicare recipients concluded those who had a commitment to fitness had lower rates of chronic, debilitating and potentially terminal illnesses during a period that spanned more than two decades.

Dirty Ink

Here?s a new rub on tattoos that may have you rethink the process: A new study has associated contaminated ink with a rash of skin infections in upstate New York. The infections were ultimately traced to the same pre-mixed tattoo ink.

Even when the tattoo parlor maintains the highest of standards of hygienic practice, there?s still a risk of infection from contaminated ink, researchers affiliated with public health agencies in Monroe County, N.Y., reported in the New England Journal of Medicine. The infections diagnosed in the study were the type associated with diseases such as leprosy and tuberculosis.

As an interesting side note, researchers point out that the FDA has never approved an ink or pigment for injection into the skin and inks do not have to be tested for safety or purity before they are sold to consumers.

Vitamin D for Respiratory Infections

OK, here?s yet another reason to consider vitamin D supplements: It seems they can reduce the incidence of acute respiratory infections in children. A study reported in a recent issue of the journal Pediatrics noted a dramatic reduction of respiratory infections in vitamin D-deficient school children in Mongolia, when they received milk fortified with the potent vitamin. (Children who received non-fortified milk had much higher rates of infection.)

Older Fathers Pass On More Genetic Mutations

Fathers of a certain age can pass along more than love and wisdom to their offspring: Researchers have concluded that they also run the risk of passing along more genetic mutations, elevating the risk of autism and schizophrenia in their children.

The researchers noted that while most genetic mutations are harmless, the age at which a father sires a child determines how many such mutations they pass along. ?The more mutations we pass on the more likely that one of them is going to be deleterious,? one of the Icelandic genetic researchers involved in the study told the journal, Nature, which reported the findings.

One potential implication of the study is its correlation with the reported rise of cases of autism, which has already been associated through research with advanced paternal age.

Keeping Your Material Girls (and Boys) Happy

Want to keep your kids from being unhappy and materialistic? Reduce their exposure to advertising. Researchers out of the Netherlands, who studied the emotional life of a group of 8- to 11-year-old children over a period of two years, found the happiest kids on the proverbial block were those who didn?t crave material goods or base their life satisfaction on their personal possessions.

The researchers found a direct correlation between level of life satisfaction, materialism and exposure to advertising. Lots of exposure seemed to exacerbate unhappiness. The researchers? findings were reported in the September issue of the journal Pediatrics. Yet another reason to set limits on all that tube time.

Family Matters: The Case for Friends

Turns out there?s really something to the expression ?friends with benefits.? But the tongue-in-cheek double entendre we?re using here isn?t exactly what British researchers had in mind when they delved into the importance of friends and relatives in the lives of middle-aged men and women.

Researchers concluded that the broader a circle of friends men and women can claim in middle age, the more likely they are to describe themselves as content. Interestingly, men also needed a close-knit group of relatives to possess a rosy outlook on life. Why women didn?t have this need for the relative connection wasn?t examined, but researchers speculate it may be because we rely more on friends to support our choices.

The findings were reported in the Journal of Epidemiology & Community Health. The adults involved were participants in Britain?s ongoing National Child Development Study.

Obesity Tops Smoking for Health Danger

If you want to keep the doctor away, lose weight. In a provocative study out of Canada, an economics professor has determined that obese people visit doctors most ? even more than smokers. ?The fact that obesity is more serious than smoking helps people understand the gravity of the problem because they already have some kind of intuitive understanding that smoking is bad,? James McIntosh, a professor of economics at Canada?s Concordia University says in a university press release. In a comprehensive health survey of Canadians ? where one of four citizens is considered obese ? McIntosh found if obesity was not a factor, doctors visits were reduced by 10 percent. He also discovered that smokers of a healthy weight visit doctors less often than their obese counterparts. McIntosh says the research may ultimately have broad public policy implications, influencing weight-loss programs people to curb health care costs. Meanwhile, not smoking continues to be an excellent personal health choice.

Trout not among nine new Gold Glove winners

J.J. Hardy thought he'd hit a home run, only to be robbed when Mike Trout made one of the most sensational grabs of the season.

On Tuesday night, Hardy caught a break.

The Baltimore shortstop won a Gold Glove, putting him among a group of nine players honored for the first time for their fielding excellence.

"It means a lot to me," Hardy said. "It's definitely an award I always hoped to get and never really expected to get. I'm surprised and honored at the same time."

Pittsburgh center fielder Andrew McCutchen, San Diego third baseman Chase Headley and Oakland right fielder Josh Reddick also were first-time selections.

"I'm just happy I can pull it out for them and get the A's name even more out there," Reddick said. "It's a huge honor, I'm always taking pride in both sides of my game and trying to be a complete player. You never know what one play, whether the first or the ninth inning, is going to win a ballgame. That's what my mother and father taught me."

The Orioles were the only team with three winners. Baltimore center fielder Adam Jones and catcher Matt Wieters were second-time choices, joining Hardy for the awards chosen by major league managers and coaches and presented by Rawlings.

Trout, the Angels rookie who spent the year climbing walls to take away potential homers, was not picked. Among his best catches came against Hardy at Camden Yards in June.

The San Francisco Giants, fresh off winning a World Series in which they excelled with their gloves, did not have a Gold Glover.

These were the first major awards presented during the offseason, and the MVPs, Cy Youngs and others will come in mid-November. Gold Gloves always seem to raise a ruckus, with many claiming the prizes - actual gloves colored gold - don't define the most deserving fielders.

Hardy led the AL in fielding percentage, making only six errors in 158 games. Others relying on more advanced metrics and insist Seattle's Brendan Ryan was the best shortstop - then again, even though awards are strictly for fielding, players who don't produce at the plate often get bypassed, and Ryan hit a weak .194. Hardy hit 22 home runs.

"I've always hoped but I never expected it," Hardy said. "It's definitely an award I've seen a lot of shortstops get that are really flashy and kind of catch the eye of a lot of people. I don't look at myself that way. I kind of look at myself as just trying to be consistent and steady. I never felt like people noticed."

Wieters, meanwhile, was chosen despite leading AL catchers with 10 errors. He was recognized for the many things he does well - he threw out 39 percent of would-be basestealers and rarely let pitches get past him.

Strong-armed St. Louis catcher Yadier Molina won for the fifth straight year and Yankees first baseman Mark Teixeira added his fifth award. Texas third baseman Adrian Beltre, Philadelphia shortstop Jimmy Rollins and Miami pitcher Mark Buehrle became four-time winners.

Buehrle won three times with the Chicago White Sox before joining the Marlins last winter.

"With a whole new group of managers voting for you, it wasn't like it was handed to you," Buehrle said. "The Gold Glove gets to be, `He won it last year, give it to him again.' This one means a lot, because switching leagues, it was different managers voting on it. I had to do my job to earn it."

The other first-time winners in the National League were Washington first baseman Adam LaRoche, Chicago Cubs second baseman Darwin Barney and Atlanta right fielder Jason Heyward.

"I'm extremely thrilled," Barney said. "It's something you came into the season working toward, but it's not something that I thought the results would be there as quickly as they were. I'm extremely happy about it. There's a lot of good competition out there, obviously, and I'm really surprised that ended up happening for me. So it's an exciting night for me."

In the AL, pitchers Jake Peavy of the White Sox and Jeremy Hellickson shared the honor as first-time winners. This was only the third time since the Gold Gloves were first presented in 1957 that there was a tie - there were four NL outfielders in 2007 and four AL outfielders in 1985.

Also winning this year: Yankees second baseman Robinson Cano, Kansas City left fielder Alex Gordon and Colorado left fielder Carlos Gonzalez.

Several players were rewarded for their wins.

Beltre received a $100,000 bonus and Hardy got $75,000, Gordon, LaRoche, Molina, Peavy and Rollins each added $50,000; Gonzalez, Jones and McCutchen $25,000 apiece.

In addition, Gordon's salaries for 2014 and 2015 increase by $250,000 a year to $10.25 million and $12.75 million. His 2016 player option also rises by $250,000 to $12.75 million.

IRIC discovery could lead to better treatment of skin cancers

Blocking the action of a particular protein in our skin could improve the treatment of skin cancers, according to a study published in Oncogene yesterday by Philippe Roux, a researcher at the University of Montreal's Institute for Research in Immunology and Cancer (IRIC). "Our findings reveal part of the mechanisms responsible for the resistance of melanoma to anti-cancer treatments, and suggest that a particular protein in our bodies called RSK may be targeted in combination therapies to overcome drug resistance," Roux explained.

Although melanoma accounts for only 4% of all skin cancers, it is responsible for 80% of skin cancer-related deaths worldwide as it is highly invasive and resistant to conventional chemotherapies. Melanoma originates from pigment-producing cells, called melanocytes, located in the skin. The incidence of malignant melanoma is growing rapidly worldwide and there is still no effective therapy to treat it. Approximately 160,000 new cases of the disease are diagnosed each year.

Roux and his team focused their research on a signaling pathway called Ras/MAPK, which is often deregulated in melanoma, but also in lung, colon and pancreatic cancers. A signaling pathway is a chemical chain reaction that causes the cells in our bodies to act in a certain way. In this study, Roux and his team found that a protein in the Ras/MAPK pathway, RSK, contributes to chemoresistance by altering the response of cancer cells to chemotherapeutic agents.

This is the second Oncogene publication for Philippe Roux this year. In a paper published in July, Roux and his colleagues, IRIC Principal Investigators Katherine Borden and Sylvain Meloche, demonstrated that the same protein involved in chemoresistance contributes to melanoma growth, making the protein RSK a promising therapeutic target for treating the disease.

IRIC discovery could lead to better treatment of skin cancers

Blocking the action of a particular protein in our skin could improve the treatment of skin cancers, according to a study published in Oncogene yesterday by Philippe Roux, a researcher at the University of Montreal's Institute for Research in Immunology and Cancer (IRIC). "Our findings reveal part of the mechanisms responsible for the resistance of melanoma to anti-cancer treatments, and suggest that a particular protein in our bodies called RSK may be targeted in combination therapies to overcome drug resistance," Roux explained.

Although melanoma accounts for only 4% of all skin cancers, it is responsible for 80% of skin cancer-related deaths worldwide as it is highly invasive and resistant to conventional chemotherapies. Melanoma originates from pigment-producing cells, called melanocytes, located in the skin. The incidence of malignant melanoma is growing rapidly worldwide and there is still no effective therapy to treat it. Approximately 160,000 new cases of the disease are diagnosed each year.

Roux and his team focused their research on a signaling pathway called Ras/MAPK, which is often deregulated in melanoma, but also in lung, colon and pancreatic cancers. A signaling pathway is a chemical chain reaction that causes the cells in our bodies to act in a certain way. In this study, Roux and his team found that a protein in the Ras/MAPK pathway, RSK, contributes to chemoresistance by altering the response of cancer cells to chemotherapeutic agents.

This is the second Oncogene publication for Philippe Roux this year. In a paper published in July, Roux and his colleagues, IRIC Principal Investigators Katherine Borden and Sylvain Meloche, demonstrated that the same protein involved in chemoresistance contributes to melanoma growth, making the protein RSK a promising therapeutic target for treating the disease.

A few examples are resizing the slabs into pavers and tiles, grinding it into chips to be bonded in engineered counter top surfaces, and even crushing it into rocks for landscaping. The benefit of using granite and marble in these recycled products is that the stone is durable in any form.

Natural stone quarries are located all over the world, making it convenient to find a regional source within several hundred miles of most projects. Selecting a local stone is another way to reduce the impact on the environment by minimizing transportation effects. The final factor that determines if natural stone is sustainable is the decisions made by the end user. Selecting a regional stone, cleaning it with earth-friendly products and being responsible about the demolition ensure the best possible outcome.

One of the most famous pieces of investing advice is arguably ?buy what you know?. This phrase has been traced back to investing legend Peter Lynch, easily one of the most popular and well-known investors of all-time.

It is hard to deny that this technique worked very well for Lynch, as he beat the S&P 500 for 11 of 13 years, from 1977-1990, posting an average annual return of 29%. Wall Street back in business after storm shutdown

NEW YORK (AP) ? The New York Stock Exchange will open on Wednesday ? because it had to open.

In a bit of welcome news for fund managers, investors and even the economy, the company that operates the iconic exchange at 11 Wall Street announced it would not extend its trading shutdown to a third day.

Wall Street experts had feared that another delay because of Hurricane Sandy would have meant a dangerous back-up of customer orders to buy and sell stock. It also could have dealt a blow to the image of U.S. markets, already damaged by investor distrust, sudden market swings and a series of trading glitches, including the botched IPO of Facebook.

"The world is used to seeing the financial markets through the lens of the floor of New York Stock Exchange," said Larry Leibowtiz, chief operating officer of NYSE Euronext, which operates the exchange. "It gives them a sense of comfort."

The New York Stock Exchange said its building and trading floor are fully operational and that normal trading will resume Wednesday at the usual starting time of 9:30 a.m. Since power is out in much of downtown Manhattan, the company said it will run the exchange using its own backup generators, a first.

The closing on Tuesday marked the first time since 1888 that the NYSE halted trading for two consecutive days because of weather. As the NYSE staff scrambled Tuesday to make sure that that 124-year record wouldn't be surpassed by another day of delay, there were reports on the Internet that the exchange floor had flooded.

It was a false alarm.

The exchange also said that a key data center in New Jersey housing computers used to trade stocks was in good condition after the storm and would be fully up and running Wednesday.

Mark Travis, president of Intrepid Capital Funds in Jacksonville Beach, Fla., said he was worried that the longer markets remained closed, the greater the backlog of pending trades that would need to be cleared when normal trading resumed.

"You build up pressure when you keep people out of the markets," Travis said. "Trading volume that may normally happen in a two-day period could get compressed into an hour or two when markets reopen."

Add to that Hurricane Sandy's timing, which was awful for the exchange. Instead of arriving on a weekend when the exchange is closed, it blasted into Manhattan on a Monday, and the start of a crucial week, too.

This week is the last full one before the presidential election. What's more, the government publishes a key report Friday that traders like to bet ahead of ? October's unemployment figures.

Another wrinkle: Wednesday is the last day of the month, which is when traders and fund managers look to stock markets for final prices to value holdings for reports they're required to send to investors and regulators.

"They need to have current prices for their holdings," said Peter Jankovskis, co-chief investment officer at Oakbrook Investments in Chicago. "It's a positive that they are reopening the market."

Jim Paulsen, chief strategist at Wells Capital Management, agreed, but for a different reason ? the economy.

"It's not just about trading; it's about confidence," Paulsen said. "We're watching these horrific images of the storm, and people are thinking whether they should go ahead with that big purchase they were thinking about. It doesn't do any good to have another day with headlines saying the U.S can't figure out how to open its stock exchange."

The exchange spent much of Tuesday testing its trading systems using its all-electronic Arca system. But Leibowitz, the chief operating officer, said there would be enough traders and market makers on the floor of the exchange tomorrow ? 100 or so, he estimated. He said many are staying in nearby hotels.

The exchange also tested to see whether fuel trucks could get to the exchange despite flooded highways, tunnels and bridges. Leibowitz said the trucks were able to arrive, and the exchange took the opportunity to top off the tanks for the backup generators. The exchange can operate for 40 hours on backup generators before refueling.

"It's not like your car," he said. "You don't wait until fuel light goes on."

Thomas Caldwell, chairman of Caldwell Securities, said he was concerned there would be a big news event that would change investors' opinions about stocks during the shutdown. That could have led to a flood of orders to buy or sell stock when the market reopened. Luckily, that didn't happen.

"Europe is still Europe, Japan is still Japan," he said.

In addition to the halted trading, dozens of companies postponed earnings reports this week because of the storm.

In Europe, though, business went on as usual Tuesday. Stock markets rose broadly after falling the day before. Trading was subdued in the wake of the storm. Britain's FTSE 100 index rose 0.9 percent, Germany's DAX rose 1.1 percent and the CAC-40 in France was 1.5 percent higher.

Crude oil rose 14 cents to settle at $85.68 in electronic trading on the New York Mercantile Exchange.

U.S. bond trading was closed Tuesday. It will resume Wednesday.

Superstorm Sandy surged inland late Monday, hitting the New Jersey shore and New York Harbor with incredible force, killing at least eight people, plunging almost 5 million others into darkness and crippling transportation with historic flooding across a huge swath of the East Coast.

The mammoth storm began breaking up as it hit the New Jersey shore Monday evening with maximum sustained winds of 90mph, later dropping to 75 mph, but Sandy continued to punch a destructive path across 11 states and the District of Columbia even after having been downgraded from hurricane status.

"You have to stay wherever you are," Mayor Michael Bloomberg said late Monday, telling New Yorkers they threatened their own and other people's lives by going out in the storm.

"DO NOT DRIVE. Call 9-1-1 for emergencies only," the city's Office of Emergency Preparedness said in blast alerts to mobile devices across the city.

New York University Medical Center was moving about 215 patients to other hospitals because its backup generator was out, the hospital said. Critical adult and pediatric patients and infants in neonatal intensive care and obstetrics were being taken by ambulance to Mount Sinai Hospital.

From hurricane to nor'easter
The National Hurricane Center re-designated Sandy as a "post-tropical cyclone," saying it was rapidly losing its tropical characteristics as it merged into an enormous nor'easter.

Still, the National Weather Service predicted "historic and life-threatening coastal flooding" through Tuesday morning, with the greatest danger coming at high tide.

The powerful storm flooded sections of Atlantic City and other areas of the New Jersey shore, while New York Harbor surged into lower Manhattan and areas of Brooklyn, submerging entire streets and parks.

At least eight people were killed Monday:

  • Two men were killed in separate incidents in New York ? one in Queens and one on Long Island ? when trees fell on them, authorities told NBC New York, and a woman was electrocuted in Queens when she stepped into water that concealed a live wire.
  • Two people died when a tree fell on their car in northern New Jersey, authorities told NBC Philadelphia.
  • One person was killed when a car hydroplaned over high water in Montgomery County, Md., in the suburbs of Washington, Maryland Gov. Martin O'Malley told MSNBC TV.
  • One person died after a tree fell in Mansfield, Conn., NBC Connecticut reported.
  • A woman died in an accident on snow-covered roads in Tucker County in northeastern West Virginia, NBC station WSAZ of Huntington reported.
  • One person was killed when the crew abandoned a replica of the HMS Bounty 90 miles southeast of Hatteras, N.C. Fourteen others were rescued, but the captain was missing. The ship later sank in 18-foot seas.

Sandy made landfall at Atlantic City about 6:45 p.m. ET, NBC New York reported. By 9 p.m. ET, its center was about 15 miles northwest of Atlantic City.

Storm water flooded Lower Manhattan on Monday night, pouring into the Brooklyn-Battery and Queens Midtown tunnels, bursting into a subway station and even cascading into the construction site at Ground Zero. At 9:24 p.m., the water level at Battery Park, on the southern tip of Manhattan, had reached 13.88 feet, surpassing the previous record of 11.2 feet in 1821.

More than 4.8 million customers had already lost power across the eastern half of the country. About half were in New York and New Jersey.

About a quarter-million were in Lower Manhattan, Bob McGee, a spokesman for Con Ed, told NBC News on Monday night. The utility pre-emptively began shutting off power to part of Lower Manhattan to protect its equipment and to allow for faster restoration after the storm had passed.

"Pretty much everyone" is out of power south of 39th Street to the Battery, Bob McGee, a spokesman for ConEd, told NBC News.

  • Business experts feared long-term, potentially catastrophic economic damage because of Sandy's tidal surge carries, which produces more damage than wind because water is heavier. In Washington, federal offices closed Monday and Tuesday, and federal courts in affected areas announced that they would be shuttered.

As Sandy's winds howled and rain poured over Atlantic City ? where they washed away part of the fabled boardwalk ? Gov. Chris Christie sharply criticized Atlantic City Mayor Lorenzo Langford, whom he blamed for having "advised people to stay in shelters in the city."

"Despite my admonition to evacuate, he gave them comfort, for some reason, to stay," Christie said, NBCPhiladelphia.com reported.

Later on, Sandy is expected to collide with arctic air and a storm moving in from the west to create windy, wet, even snowy conditions far inland.

Winter storm warnings were issued through Wednesday morning for southwest Virginia and the East Tennessee mountains, where snow had already started falling. More than 30 inches of snow was expected in the higher elevations of West Virginia, and a foot was forecast in the North Carolina mountains.

Some employers refuse to play by the rules. What is one way in which employers break the rules and harm our workers? compensation system? Corrupt employers misclassify workers. That is, they incorrectly label employees as independent contractors or outside consultants to avoid important laws related to safety and benefits. This is a disturbing trend which I have previously discussed.

The following is a quote from Leonard Jernigan published on Jon Gelman?s workers? compensation blog that sums up the problem misclassification causes in our workers? compensation system. Both of these attorneys are considered experts in the field of workers? compensation benefits:

When workers are misclassified, insurance companies do not consider them employees. The injured workers are then denied workers? compensation benefits. Additionally, the insurance companies are not paid insurance premiums and are not adequately reserved for the risk of injury by those workers.

Hurricane Sandy begins battering the East Coast

NEW YORK/REHOBOTH BEACH, Delaware (Reuters) - Hurricane Sandy, one of the biggest storms ever to hit the United States, battered the densely populated East Coast on Monday, shutting down transportation, forcing evacuations in flood-prone areas and interrupting the presidential election campaign.

Fierce winds and flooding were expected along hundreds of miles of Atlantic coast and heavy snows were forecast farther inland at higher elevations when the center of the storm moves ashore Monday evening near Atlantic City, New Jersey.

U.S. stock markets were closed for the first time since the attacks of September 11, 2001, and will remain shut on Tuesday. The government in Washington was closed and school was canceled up and down the East Coast.

Nearly 700,000 customers were without power by midday and millions more could lose electricity. One disaster forecasting company predicted economic losses could ultimately reach $20 billion, only half of it insured.

"This is going to be a big and powerful storm and all across the Eastern Seaboard I think everybody is taking the appropriate preparations," President Barack Obama said at the White House.

State governors from Virginia to Massachusetts warned of the acute danger from the storm for the 60 million residents in its path. Ten states have declared a state of emergency.

"There will undoubtedly be some deaths that are caused by the intensity of this storm, by the floods, by the tidal surge, by the waves. The more responsibly citizens act, the fewer people will die," Maryland Governor Martin O'Malley told reporters.

Forecasters said Sandy could be the largest storm to hit the mainland in U.S. history.

Off North Carolina, the U.S. Coast Guard rescued 14 of the 16 crew members who abandoned the replica tall ship HMS Bounty, using helicopters to lift them from life rafts. The Coast Guard continued to search for two missing crew members.

In New York, a crane atop a building on 57th Street in Manhattan had partially collapsed, leaving it dangling high above the street. Police said they were closing the area to pedestrians.

GAINING SPEED

The storm interrupted the presidential campaign with eight days to go before the election.

Obama canceled a campaign event in Florida on Monday so he could return to Washington and monitor the government response to the storm. Republican presidential candidate Mitt Romney canceled stops Monday night and Tuesday.

Sandy picked up speed as it raced northwest toward the U.S. coast at 28 miles per hour (45 km per hour) on Monday afternoon, with top sustained winds at 90 mph, the U.S. National Hurricane Center said.

At 2 p.m. (1800 GMT) the center of the storm was about 110 miles southeast of Atlantic City, New Jersey, or 175 miles south-southeast of New York City. Hurricane-force winds were already being recorded on the New Jersey coast.

"The center of Sandy is expected to make landfall along or just south of the southern New Jersey coast by early evening," NHC forecasters said, adding they expected little change in strength before then.

Forecasters said Sandy was a rare, hybrid "super storm" created by an Arctic jet stream wrapping itself around a tropical storm.

The combination of those two storms would have been bad enough, but meteorologists said there was a third storm at play - a system coming down from Canada that would effectively trap the hurricane-nor'easter combo and hold it in place.

Moreover, the storm was coming ashore at high tide, which was pulled even higher by a full moon.

While Sandy does not pack the punch of Hurricane Katrina, which devastated New Orleans in 2005, it has been gathering strength. It killed 66 people in the Caribbean last week before pounding U.S. coastal areas as it moved north.

'SOMETHING LIKE KATRINA'

In Fairfield, a Connecticut coastal town and major commuter point into Manhattan, police cruisers blocked the main road leading to the beaches and yellow police tape cordoned off side entrances. Beach pavilions were boarded up with plywood, and gusts of wind rocked parked cars.

"People are definitely not taking this seriously enough," police officer Tiffany Barrett, 38, said. "Our worst fear is something like Katrina and we can't get to people."

Further south, several feet of water flooded streets in Rehoboth Beach, Delaware. Police knocked on doors, reminding people there was a mandatory evacuation. While the police took names, they allowed residents to stay at their own risk.

Besides rain, the storms could cause up to 3 feet (1 meter) of snowfall in the Appalachian Mountains from West Virginia to Kentucky. Some people in that part of the country did not have to go to work because of the storm and used the time to vote.

At the Berkeley County Courthouse in Martinsburg, West Virginia, early voting for the November 6 elections was going ahead despite the bad weather, with some 600 people casting ballots by about 1:45 p.m. (1745 GMT)

"More (people) came out today than what I anticipated but a lot of people are off work," Bonnie Woodfall, chief deputy for voter registration, said after fielding a flurry of calls about whether the polls should stay open. "It's neat."

'RECORD-SIZED OUTAGES'

New York and other cities closed their transit systems and schools, ordering mass evacuations from low-lying areas ahead of a storm surge that could reach as high as 11 feet.

By early Monday, water was already topping the seawall in Manhattan's Battery Park City, one of the areas ordered evacuated by Mayor Michael Bloomberg.

He ordered 375,000 New Yorkers to evacuate and told those who remained to leave immediately. "Conditions are deteriorating rapidly and the window for you getting out safely is closing."

New York electric utility Con Edison said it expected "record-size outages," with nearly 35,000 customers in lower Manhattan and Brooklyn likely to be impacted. The company is facing both falling trees knocking down power lines from above and flood waters swamping underground systems from below.

All U.S. stock markets were closed on Monday and will remain shut on Tuesday, with a plan to re-open on Wednesday that depends on conditions after the storm passes.

The United Nations, Broadway theaters and New Jersey casinos were forced to close and more than two-thirds of East Coast oil refining capacity was in the process of shutting down.

Airlines canceled flights, bridges and tunnels closed, and national passenger rail operator Amtrak suspended nearly all service on the East Coast. The U.S. government told non-emergency workers in Washington, D.C., to stay home.

Up and down the coast, worried residents in the hurricane's path packed stores, searching for generators, flashlights, batteries, food and other emergency supplies.

Johnny Lopez, an owner of Best Buy Wines and Liquors in Brooklyn, said he plans - "God help us!" - to stay open all day on Monday and Tuesday.

"Crazy busy yesterday," he said. "It was like Thanksgiving."
