Outside a bakery in Aleppo, scores of people waiting to buy bread scurried toward the nearest wall for cover as a government helicopter passed by overhead. Less than two weeks ago, residents say, an air strike hit a nearby bakery, claiming the lives of more than 30 people who had queued up to make their purchases.

As the battle for Aleppo enters its seventh week, even a task as simple as buying bread has become a potentially deadly chore. Many residents say they live in fear of government planes targeting the large crowds that form as people wait up to three hours for bread, the long lines a result of food and fuel shortages brought on by 18 months of violence and upheaval.

?We are living with fear and the fighting with government Army,? says Abdul Qadir Sheb, a construction worker who had been in line for more than an hour.

The Syrian uprising has claimed the lives of more than 23,000 people across the country. Here in the city of Aleppo, where government forces and rebels have massed for what has been?described as one of the most critical battles of the war, those civilians who remain say they face a dire situation.

Though Free Syria Army officials say the rebel group now controls up to 70 percent of the city, FSA fighters say their progress has been slowed by Syrian government aircraft and artillery, which they lack the weaponry to effectively counter. The fighting has made it difficult to bring food and supplies into the city, driving up prices.

In the past month, the prices of staples such as rice have increased by as much as 50 percent and some items have even doubled or tripled in cost, say residents. With daily battles and shelling continuing to rock Aleppo, most of the economic activity and development has ground to a halt, meaning many are left without regular work as they struggle to deal with inflation.

?I have some savings, but if the situation continues like this for another two months, I will have nothing but dirt,? says Mohammad Abu Omar, a carpenter who says he has had little to no work in the past year.

Along with his family, Mr. Omar is the last remaining resident in his 25-unit apartment building. If the violence doesn't abate in the coming weeks, he hopes to flee to Lebanon.

Fighting in Aleppo is now relatively contained and restricted to several areas inside the city, but even in places without fighting, where residents attempt to go about their lives normally, artillery fire and aerial bombardment are a constant threat.

At a small hospital that has stopped treating patients with routine medical issues so that it can focus on civilians wounded in the fighting, doctors say the constant bombardment has left them unable to keep patients in the hospital after they receive initial treatment.

The upper floors of the hospital have been damaged in at least four artillery and jet attacks. In one bombing, the hospital staff say it seemed like jets only bombed the hospital, leading them to believe the facility is a target of regime forces and not a safe place to keep the wounded.

?We don?t have don?t have enough doctors, and most important, we don?t have enough oxygen. A jet destroyed our oxygen machine,? says Abdul Ismail, an anesthesiologist who says he also does the work of a doctor due to personnel shortages. In the midst of a battle whose ending is still far from determined, many residents say they are beginning to despair.

?I?m expecting the worst. There is no progress in this crisis,? says Mohammad Rehowi, a shoemaker.

China coal mine blast claims 26 lives: state media

The death toll from a gas explosion at a coal mine in southwest China has risen to 26 and rescue workers were trying to pull out another 21 still trapped underground, state media said Thursday.

A total of 154 miners were working underground at the Xiaojiawan mine in the city of Panzhihua in Sichuan province when the blast occurred on Wednesday afternoon, the official Xinhua news agency said.

Rescuers had pulled 107 people out of the mine by Thursday evening and rushed 51 of them to hospital, it said.

Rescue efforts were still under way and the individual responsible for the mine has been detained, the city government said on its website.

But efforts to save the miners has been made difficult by high temperatures and the presence of poisonous carbon monoxide in the mine, Xinhua said.

China's mines are known for being among the world's most deadly due to lax regulation, corruption and inefficiency, and accidents are common as safety is often neglected by bosses seeking quick profits.

Latest official figures show 1,973 people died in coal mining accidents in China in 2011, a 19 percent fall in fatalities compared to a year earlier.

Labour rights groups, however, say the actual death toll is likely to be much higher, partly due to under-reporting of accidents as mine bosses seek to limit their economic losses and avoid punishment.

China is the world's leading consumer of coal, relying on the fossil fuel for 70 percent of its growing energy needs.

We routinely receive P.R. notices aimed at persuading us to make a news item out of an advertising effort.? Usually, we invite them to contact the sales department.

Every once in a while, however, an ad masquerading as a news story becomes slightly newsworthy.

Consider the latest Starter commercial, featuring images of a non-smiling Tony Romo going through a Rocky Balboa-style gauntlet of workouts.? (The only thing missing is the periodic cry of ?Eli!?)? Off camera, Romo narrates.

?People focus on what we haven?t accomplished,? Romo says.? ?They focus on mistakes.? The near misses.? The heart breaks.? People say we haven?t succeeded.? People say we haven?t won a championship.? People critique our lives.? People say we get too much praise.? People are focused on what we haven?t done.? That?s what I?m focused on, too.?

He comes off as mildly indignant while reciting the lines, but then in the end he basically agrees with the critics.? And he doesn?t suggest that he?s using the criticism as Tebow-style ??preciate that? motivation.

It?s almost like it?s a coincidence.

It?s unclear how much if at all an ad like this provides a window into a guy?s soul.? Presumably, he wouldn?t have done it if he doesn?t believe it.? Or maybe he just didn?t sufficiently disagree with the approach to say so.

Either way, the guy in the commercial comes off very differently than the guy we?ve seen on the field for the last six years.? The guy in the commercial has zero tolerance for losing.? The guy in the commercial doesn?t seem to be content with simply going from being an undrafted player to the starting quarterback of the Dallas Cowboys.? The guy in the commercials wants a hell of a lot more than Romo has achieved.

Maybe it?s the new Romo.? We?ll begin the process of finding out on Wednesday night.

Thought LG didn't have any more to add to the L-Style series to offer the world? Behold the L9. Announced yesterday, the device made an appearance on the IFA show room floor this week, boasting a big and bright 4.7-inch IPS display that makes its brethren look downright shrimpy by comparison. In spite of the display size, the phone feels light, with an 8.9-millimeter profile.

It's important to note here that, in spite of being the king of the L-Series, it's still part of a budget lineup, and as such, the phone's body feels a bit plasticky, and the textured rear had a bit of trouble staying snapped in place in the two models (black and white) that we played with. Specwise, we're talking a 1GHz dual-core processor, 1GB of RAM inside, 4GB of storage (expandable via a microSD slot) and a 2,150mAh battery. The handset's rocking Ice Cream Sandwich (4.0.4, to be precise).

The handset's got a fairly nice bezel, with the front-facing camera on the top and a home button on the bottom, flanked by illuminating back and menu touch buttons. A larger, 5MP camera is located on the rear of the device, above the flash. Vodafone has the handset priced at €50.90 subsidized and €340 unsubsidized. Peep a video of the handset, after the break.

Tips

1) Don't try too hard and don't stress yourself out about things that should be relatively simple. The formulas are easy to understand and require all of about 10 seconds to calculate once you have your starting stats. The dice system is easy enough, just plug in 100 sides for the thing and roll it once for an attack and 8 times for any level up you acquire.

2) Relax and enjoy yourself. It's easy to forget that this is just a game and not something that screams "I have to be the best and I have to get the highest stats, Ghaagh!!" So just relax and enjoy it for what it is, a game.

3) The RP is going to move at a pace that is comfortable for everyone. When you can post, do so. If for some reason you are unable to, at least try to let us know why in the OOC so that we don't just continue on without you. While I will not be moving the RP forward at any over the top rate, I will not stop if someone else gets left behind. We'll assume that the character was left behind somewhere or returned home, as I won't just kill your character if you stop posting. I'll find a nice way to remove them from the RP.

4) Communicate often with your fellow players. This RP will be very cooperative, and will employ some of the same tactics which will be available in Fire Emblem: Awakening including double battles and what not. If you and another player are near one another, the the two of you can cooperate against the same opponent for the battle. This communication will require you to PM each other to figure out the battle details, as one of you (the one who is really posting) will gain the full extent of EXP while the other gains half the EXP for the battle. If you need help or need a moderator, just ask me and I'll help you figure out the details whenever you need me.

Advice

I would highly advise keeping a "Battle Sheet" for your character on either a word document or something else that you can access at any time so that your calculations can be kept to a minimum and the only real "work" you have to do is with the dice system.

With a sheet like this ready to go all you have to do is fill in some numbers and do a small bit of calculation to figure out what the percentages are for your attacks and critical rates. This will be a TREMENDOUS help to you so that you don't have to keep rewriting it over and over again. Once you have your calculations set to go you can begin the battle simulation and figure out what happened so that you can design your post around the results.

Writing A Real Estate Contract | Uncategorized | WeNote

Whether you are the buyer or seller, you will want a contract when it comes to dealing with your property.? You can either find one on the Internet to download, or you can write one of your own.? It is not really important where you come up with the form as long as you have one.

Real estate is a buyer beware market.? The buyer must protect himself.? The seller must also look out after his interest.? It is imperative the contract be worded properly to allow both parties to be protected.? Without a properly worded real estate contract, things could become very bad for either party.? This could cost money on both ends in the long run.? To avoid any conflict, you should have a contract which has been signed and dated by everyone involved.

The real estate contract should include:

1)??????The property address with the legal description as well.? This way there is no confusion as to which property is being sold.

2)??????The names of the parties involved.

3)??????The purchase price.

4)??????The terms of the financing.? This means when the contract will go into effect. How long the buyer has to get financing.? It will also include if the seller is going to help with closing costs. What will happen if the buyer can not obtain financing.

5)??????Any disclosures the property owner must make.? This includes lead paint disclosures, damage reports or disclosures, and other pertinent information concerning the property. This can include any easements or right of ways which may be in the deed.

6)??????A list of what goes with the property.? This can include window treatments, appliances, heating units like wood burners, ceiling fans and light fixtures, or other things which are agreed upon by the parties involved.

7)??????Time of possession.? This line will state when the seller is moving out and the buyer can move into the home.? This is often overlooked but a critical part of real estate.? If it is not in the contract, a seller can take as long as they want to move.

8)??????Prorations. This determines how the paid taxes will be handled.? It specifies how much the seller will get back for the taxes already paid and when the buyer must start paying them.

9)??????Default.? If the buyer or seller is in default of the contract this is where you would put what will happen.

There are many other things which you can stipulate in the contract, if you see fit. The more simple the wording the less confusing it becomes.? There are not as many loop holes when the wording is very specific.? However, it does not have to be a lengthy contract to be binding.? As long as both parties are in agreement, and it does not conflict with the real estate laws of your area, the contract is valid to all the parties involved.? When you are writing the contract yourself it is a good idea to allow the other party to participate in drawing it up.? This way everyone is satisfied with the final draft.? When the signatures are witnessed and notarized, you have a legalreal estate contract.

The balanced scorecard approach (BSA) helps bridge the gap. Using the BSA we convert factors such as financial performance, efficiency, and innovation into tangible metrics. These metrics are then balanced against one another to show a better picture of value. For example, an increasing trend in ?IT is the ?fractional CIO.? ?That is, CIO services are contracted rather than kept in-house.

To upper management, this is obviously a risky proposition. CIO?s have intimate knowledge of the company?s intellectual property and drive the company?s IT strategy. However, a full-time CIO is expensive and, in many organizations, not necessary.

The BSA applied value of fractional CIO?s would thus measure:

• Efficiency with which the CIO can govern IT strategy
• Performance of IT under the CIO
• Ability for IT to deliver given the strategy

These factors would then be divided by the risks inherent in outsourced IT. Admittedly, the approach appears dicey; we are talking about a lot of data to show value (not just expenses and revenue). Tt is important in the end to communicate the metrics in as succinct a dashboard as possible.

IT outsourcing has become a less risky choice meeting IT objectives. It is important when contracting an outsourced IT to partner with your vendor in creating success metrics and weigh the value of your partner as needed.

BEIRUT (AP) ? Syrian President Bashar Assad said in a broadcast Wednesday that his regime needs more time to win the civil war, acknowledging that his forces are struggling to contain the rebel challenge.

He also addressed the growing stream of defections from the military and the government, but tried to play down the flight by saying it was healthy.

"We are fighting a regional and global war, so time is needed to win it," Assad said in an interview with the pro-regime private TV station Dunya. "We are moving forward. The situation is practically better but it has not been decided yet. That takes time," he told the station, which is majority owned by Rami Makhlouf, a cousin of Assad and one of Syria's wealthiest men.

He appeared to make light of the significant number of defections, some of them senior military and political officials ? including the prime minister ? and diplomats.

"Defections are a mechanism of self-cleansing of the nation," said Assad. "If there is a Syrian citizen who knows of someone who wishes to flee but is hesitant to do so he should encourage him," he said with a smile.

He tried to blame his difficulties in defeating the rebels on what he claimed to be outside forces fueling the rebellion.

Over the past few months, the military has increasingly been stretched thin fighting on multiple fronts against rebels seeking to oust Assad's authoritarian regime. His forces have been unable to quell the rebellion as it spread to the capital Damascus with significant clashes that began in July and to Syria's largest city, Aleppo, a few weeks later. At the same time, the military is fighting in a string of other cities and towns around the country.

The comments were released in an advance excerpt of the interview to be aired by Dunya in full later in the day.

Taken together with his comments to a visiting Iranian official over the weekend, Assad shows willingness for an even more prolonged conflict, even with more than 20,000 estimated dead in more than 17 months of fighting. He told the Iranian official his regime would continue the fight against the rebels "whatever the price."

Rights groups monitoring the violence now report the deaths of 100 to 250 or more Syrians on daily basis, though the figures are impossible to independently verify. The fighting has been intense enough to force hundreds of thousands to flee their homes, seeking refuge elsewhere in the country or in neighboring nations.

Assad responded with a hearty laugh when told by the interviewer that rumors about his whereabouts often made the rounds among Syrians.

"I am here with you in the studio in Damascus," he said.

Assad has rarely appeared in public since four of his top security officials were assassinated in a July 18 rebel bombing in Damascus.

Appearing confident and relaxed, Assad paid tribute to the Syrian people, saying they stood steadfastly behind him and his armed forces.

But he criticized the leaders of onetime ally Turkey, saying some of them were "ignorant."

Syrian officials routinely cite neighboring Turkey, along with Saudi Arabia and Qatar, as among the rebels' main supporters, providing them with money and weapons.

"The fate of Syria, I tell the Syrian people, is in your hands," Assad said. "This broad base of the Syrian people protects the country."

He also paid tribute to government forces.

"If we ask ourselves which segment (of Syrian society) did more than all others in enabling this country to stand fast, it is undoubtedly the armed forces."

Turkish Foreign Minister Ahmet Davutoglu said he would press the U.N. Security Council to set up a safe haven inside Syria to protect thousands of people fleeing the violence.

Turkey has long been floating the idea of a no-fly zone, or buffer zone, to protect displaced Syrians from attacks by Assad's forces, but the issue has become more pressing now the number of refugees in Turkey has exceeded 80,000 ? a number it says approaches its limits.

"We expect the U.N. to step in and protect the refugees inside Syria, and if possible, to shelter them in camps there," Davutoglu told reporters before leaving for New York to attend Thursday's high-level U.N. Security Council meeting on Syria.

The rebels are fighting to overthrow Assad, who came to office in 2000 after succeeding his father, the late Hafez Assad, who ruled Syria with an iron fist for some 30 years. The conflict began as peaceful protests last year but has since morphed into a civil war.

Assad's description of the civil war as a regional and global battle is consistent with the regime's line that the rebels are members of terrorist bands. He speaks often of a Western conspiracy to break Syria, which he sees as the last bastion of Arab resistance against Israel.

State news agency SANA said government forces repulsed a major rebel attack on the military base of Taftanaz in the northern Idlib province. The British-based Syrian Observatory for Human Rights said the regime used fighter-jets and helicopter gunships in clashes with rebels near the base. The observatory monitors violence and abuses in Syria.

The Observatory also reported clashes in Aleppo, the central cities of Homs and Hama as well as the suburbs of Damascus.
